Stablecoin rules move separately from the rest of digital-asset regulation, and they increasingly govern the settlement instruments that ride on the XRP Ledger. This is where those two tracks meet.

Ripple's own dollar stablecoin. Reserve-backed and redeemable at par by design. This is the Ripple-issued instrument that stablecoin rules actually apply to.

Widely used in XRPL and cross-chain liquidity routing.

XRP is not a stablecoin. XRP is a floating-price digital asset with no peg, no issuer redemption promise and no reserve backing. RLUSD is Ripple's stablecoin. Payment-stablecoin legislation such as the GENIUS Act governs instruments like RLUSD — it does not govern XRP. Conflating the two is the single most common error in coverage of this topic.
